17054. THE PROBLEM OF OVER-FISHING IN DEEP-SEA FISHERIES. This paper provides an economic analysis of the problem of over-fishing and attributes it to unlimited competition for a limited “common property” resources. Past efforts at regulation are noted, and it is argued that a private ownership solution is needed (for example, through the use of Individual Transferable Quotas) in order to create an incentive to conserve.
